How Image to PDF Conversion Works

Toolkiya creates a PDF document from your images by embedding each image as a full-page element in a new PDF file. The tool uses pdf-lib to construct the PDF structure, setting each page's dimensions to match the image's aspect ratio so nothing gets cropped or distorted.

You can upload multiple images and arrange them in any order before converting. The resulting PDF preserves the original image quality and can be viewed in any PDF reader. All processing happens in your browser — your images are never sent to any server.

When to Convert Images to PDF

Combining multiple photos or scans into a single PDF for email or submission. Creating a PDF portfolio from a collection of image files. Converting photographed documents into a PDF format required by institutions. Bundling product images or design mockups into a single shareable document. Preparing image collections for printing as a multi-page document.

Why Use Toolkiya for Image to PDF

Online converters upload your images to remote servers, creating copies of your files on infrastructure you do not control. Toolkiya processes everything locally in your browser — your photos stay on your device throughout the entire conversion.

The tool supports JPEG, PNG, and WebP images with no file size or count limits. Drag and drop to reorder pages, and download the finished PDF instantly. Free, no signup, no watermarks.

Frequently Asked Questions

What image formats can I convert to PDF?

This tool converts JPG, JPEG, and PNG images into a single PDF document. Every page of the PDF corresponds to one image, preserving the original resolution and colors. If you have other formats like HEIC or WEBP, convert them to JPG first using our PNG to JPG converter, then upload here.

Can I combine multiple JPG images into one PDF?

Yes — that's actually the most common use case. Upload up to 20 images at once (JPG, PNG, or a mix), and the tool will stitch them together into a single multi-page PDF. Every image becomes its own page, in the exact order you uploaded them. This is perfect for compiling passport-size photos, ID scans, receipts, screenshots, or document photos into one shareable file.

Is there a file size or count limit?

You can upload up to 20 images per batch, with each image up to 50MB in size. These limits exist because all processing happens in your browser's memory — larger batches would slow down older devices. If you need to convert 50+ images, split them into batches of 20 and then merge the resulting PDFs using our PDF Merge tool.

Does this tool upload my images to a server?

No. Unlike most online JPG-to-PDF converters, Toolkiya processes everything inside your browser using the pdf-lib JavaScript library. Your images never leave your device, never touch our servers, and are never logged. This makes the tool safe for sensitive documents like passports, ID cards, medical records, and confidential contracts.

How do I change the order of images in the PDF?

Images are added to the PDF in the order you select them. If you upload them from a file picker, that's alphabetical by filename. To control the order, rename your files with a numeric prefix like '01-front.jpg', '02-back.jpg', etc., before uploading. If you need visual drag-and-drop reordering, use our Image Combiner tool which lets you rearrange thumbnails before generating the PDF.

Will the PDF be compressed or full quality?

The generated PDF preserves the full quality of your original images — no lossy re-compression. JPG images are embedded as-is (they're already compressed), and PNGs are converted to the PDF's native image format. If the resulting PDF is too large to email, run it through our Compress PDF tool afterward to reduce the size.

Can I add text, signatures, or annotations to the PDF?

Not in this tool — it's focused on pure image-to-PDF conversion. After converting, open the PDF in our PDF Editor to add text, draw, highlight, or insert a signature. Everything stays client-side, so your annotations never leave your browser either.

What's the difference between this and printing to PDF?

Printing to PDF (via your OS) creates one PDF per image or requires you to batch-print. This tool creates a single PDF from multiple images in one click, with consistent page sizes and no printer dialogs. It's also faster, runs in any browser, and works identically on Windows, macOS, Linux, iOS, and Android.

Can I use this for passport photos or ID card scans?

Absolutely — it's one of the most common use cases. Scan or photograph your ID/passport, crop and resize the images if needed, then upload them here to create a single PDF suitable for visa applications, bank KYC, or online form submissions. Because nothing leaves your browser, it's safer than uploading to any cloud-based converter.
